On October 9, 2003, the State Environmental Protection Administration issued the technical policy for the prevention and control of waste battery pollution, which pointed out that at present, in the absence of effective technical and economic conditions for recycling, the centralized collection of waste batteries that have met the national requirements for low or no mercury is not encouraged. "Discouragement" is mainly aimed at ordinary citizens.
On December 31, 1997, the China Light Industry Federation, the State Environmental Protection Administration and other nine national ministries and commissions jointly issued the provisions on limiting the mercury content of battery products. The standard for low mercury is that the mercury content in the battery is less than 0.025% of the battery weight, and the standard for no mercury is less than 0.0001% of the battery weight. From January 1st, 2002, it is forbidden to sell batteries higher than the low mercury standard in the domestic market, and from January 1st, 2006, it is forbidden to sell alkaline zinc manganese batteries higher than the mercury free standard.

People say that waste batteries are polluted, mainly because they contain cadmium, mercury and lead. These three heavy metals are highly toxic and remain in the environment for a long time. They will also enter the human body through the food chain, causing chronic poisoning.

At present, our common batteries fall into six categories:
1、 Lithium battery, used for mobile phone batteries, etc., with negligible heavy metal content, can be put in with domestic waste.
2、 Alkaline batteries, such as No. 1, No. 5 and No. 7 batteries for household use, have no or low mercury and can be put with household garbage.
3、 Nickel metal hydride batteries are used in hybrid vehicles, children's toys, etc. the content of heavy metals can be ignored and can be put with domestic waste.
4、 Nickel cadmium battery, used in low current cordless phones and electric toys, contains a large amount of heavy metal cadmium, which needs to be recycled.
5、 Lead acid batteries, electric vehicle batteries, etc. contain a large amount of heavy metal lead, which needs to be recycled.
6、 Button batteries, used in electronic equipment, etc., allow the existence of a small amount of mercury and need to be recycled.
